A title is not one deliverable
A producer saying “the show is finished” may mean picture lock for one language, while a distributor needs a caption file, dubbed audio, a revised credit roll, artwork, metadata and a territory-specific rights confirmation. Make the matrix rows individual assets and its columns territory, language, version ID, owner, due date, approval state and evidence link. Do not use a green cell to mean both “file exists” and “rights cleared.”
For fictional Cobalt Promise, the US-English row can read: picture CP-US-EN-v3, English captions CP-CC-EN-v2, key art KA-US-v1, approved for US only, delivery receipt pending. A Mexico-Spanish row may have the same picture but a different audio file, subtitle file, rating request and artwork copy. Treat language and legal scope independently
