What was announced or recorded

This is a reference dossier on living platform rules rather than a dated event. Tencent's WeChat Mini Program platform publishes a standing Operating Specification whose section 5.33, headed 'micro-drama/novel mini-programs circumventing virtual payment', names three registered categories, Entertainment-Micro-drama, Entertainment-Interactive-micro-drama and Entertainment-Web-novel, and requires any mini-program in them to offer only payment methods Tencent has approved. Separately, WeChat publishes a distinct Short Drama Promotion Program Cooperation Agreement, under which Tencent itself operates a dedicated 'short drama' mini-program that plays titles licensed to it by outside developers.

What the documents establish

The payment rule names the workaround it targets: a listed micro-drama or novel mini-program may not redirect users offline, or to another mini-program, app, web page or official account, to complete a top-up. Violations bring restrictions on the mini-program's ability to redirect users or send customer-service messages, escalating to permanent removal. The promotion agreement runs on a different mechanism: a developer who opts in grants Tencent a non-exclusive, worldwide licence to show its already-cleared drama titles inside Tencent's own 'short drama' mini-program and inside WeChat Channels, its short-video feed, without giving up the right to keep distributing the same titles elsewhere. Tencent alone decides whether a title runs free with advertising, unlocked by episode, or behind a membership paywall, and revenue flows through Tencent's advertising platform, which requires the developer to register as one of its monetisation partners first.

Announced versus delivered

Both documents state current rules, not results: neither says how many mini-programs have been penalised under the payment provision, how many titles or developers have joined the promotion programme, or what revenue it has generated. What they establish precisely is mechanism, not scale: a mini-program's payment routing is a testable engineering fact, and a title's presence inside Tencent's own short-drama mini-program or Channels feed is a testable placement fact, independent of any performance claim either side might make about them.

What to watch

This is an editorial caution rather than a stated term: because the agreement lets WeChat revise the programme's incentive terms unilaterally and notify developers afterward, a stated revenue-share rate or bonus is only as current as the version a developer last accepted, not a fixed figure a third party can assume still applies.

  • Does a micro-drama mini-program's payment flow stay inside WeChat Pay end to end, or does it prompt a redirect to another app, page or account, the behaviour section 5.33 restricts?
  • Is a title appearing in Tencent's own 'short drama' mini-program or on WeChat Channels there under the promotion agreement's non-exclusive licence, or through some other arrangement?
  • Has the developer named alongside a given title registered as a Tencent advertising platform traffic partner, the step required before any revenue share is paid?

Read together, the two documents show a platform that both polices how micro-drama mini-programs take payment and, separately, offers to become a distributor of their content itself, two different relationships a single mini-program can be operating under at the same time.
