China's new micro-drama rule makes overseas export official policy

On 30 July 2026, the National Radio and Television Administration (NRTA, 国家广播电视总局) published Order No. 16, the 'Measures for the Development and Administration of Micro-Dramas' (微短剧发展管理办法), approved by the regulator's bureau affairs meeting on 27 July 2026 and taking effect on 1 September 2026. Article 2 defines a micro-drama as a series with "single-episode duration under 20 minutes, a clear theme and storyline, a continuous and complete plot, and prominent characters." Article 8 states the regulator will "support export-oriented micro-drama creation, production and dissemination, provide convenience for overseas creative personnel to participate in micro-drama creation, [and] support excellent micro-dramas being broadcast simultaneously domestically and abroad," while encouraging "equal and mutually beneficial international exchange and cooperation."

What the documents establish

The order is a formal departmental regulation, a higher instrument than the notices NRTA issued in 2022 and 2024 on filing tiers, and it is the first of the documents opened for this site to use the specific phrase 'export-oriented' (外向型) about micro-drama. It states an intention to support export and simultaneous overseas release; it does not state a budget, a subsidy amount, or a mechanism for how 'convenience' for overseas creative staff will work in practice. A separate, narrower public notice, dated 4 September 2026, shows the regulator naming a second batch of twelve titles proposed for support under its 'Five Batches' quality-content programme, with objections due by 11 September 2026 — evidence the state operates a live selection and endorsement process for micro-drama titles, distinct from, and not explicitly linked to, the export provision in Article 8.

Announced versus delivered

What has been announced is a legal basis for state support of export, with an effective date that had not yet arrived when this dossier was prepared. What has not been shown, in either document, is delivery: no named production is stated, in these pages, to have received export support under Article 8, and the Five Batches notice's supported titles are proposed for dissemination in its own text, not for overseas release specifically. Whether 'convenience' for export translates into lower costs, faster approvals, or direct subsidy for pricing abroad is not stated in the order itself.
