The EU named TikTok a very large platform under the DSA

What was announced or recorded

On 25 April 2023 the European Commission designated the first set of Very Large Online Platforms and Very Large Online Search Engines under the Digital Services Act (DSA), and named TikTok among the 17 platforms on that first list, according to the designation announcement. The DSA itself is Regulation (EU) 2022/2065, adopted by the European Parliament and Council on 19 October 2022 and published in the Official Journal on 27 October 2022. The announcement states that designated platforms and search engines had four months from notification of the decision to bring their systems into line with the extra duties that attach to 'very large' status, ahead of the DSA's general application to all providers in February 2024.

What the documents establish

The regulation's recitals set the 'very large' threshold at 45 million average monthly recipients in the Union, roughly ten per cent of the EU population, as the basis for the heavier duty set: systemic risk assessments, independent audits and data access for vetted researchers, on top of the baseline rules every provider carries. The Commission's public designation record, as retrieved on 16 September 2026, still lists TikTok among the designated platforms, though that page is a living register, not the original 2023 decision, and should not be read as a snapshot of the position at designation.

Announced versus delivered

What the sources deliver is narrow and dated: a designation decision, a named platform list, and a four-month compliance runway from notification. What they do not deliver is any record of whether TikTok's risk assessments or audits were filed on schedule, or how the Commission judged them; that sits in separate enforcement files, not in the designation announcement itself. A dossier that treats designation as proof of compliance, or absence of designation as proof of safety, is reading a threshold test as if it were a verdict. The distinction that matters for a drama-selling feed operating inside a designated platform is that the extra duties are triggered by reach, not by content category, and they arrived on a fixed clock rather than gradually.

What to watch

Editorially, a useful signal is whether a later Commission action against the same platform cites a VLOP-specific duty, such as a missed risk assessment, rather than a general conduct rule that would apply regardless of designation. That distinction shows whether enforcement is following the size-based framework this designation created, or running on separate legal grounds.

• Has the platform under review been formally designated a VLOP or VLOSE, and on what date?
• Is the duty being described one that applies only to designated platforms, or a baseline DSA duty that already applies to every provider?
• Does a cited enforcement action rest on this designation record, or on a different part of the regulation?

Designation is a legal threshold with a fixed date and a specific duty set attached to it, not a loose description of size. Any dossier built on top of a designated platform's feed inherits that distinction whether or not it says so.
